Draft Bill on Amendment to DKI Jakarta Law Expected to Enter National Legislation Program in 2023

JAKARTADAILY.ID - Jakarta Vice Governor Ahmad Riza Patria said Gerindra is currently drafting the academic text of the Bill on Amendment to Law Number 29 of 2007 concerning Special Regions of Jakarta hoping it will be included in the 2023 Prolegnas.

The commotion coincided with the relocation of Indonesia’s capital city (IKN) to Penajam Paser Utara, East Kalimantan.

“We want [the draft] to be included in the 2023 Prolegnas to be discussed with the DPR. There will be stages,” Patria said when met at the Jakarta City Hall, Thursday, February 3, 2022. "So we are following the established stages and mechanism [of drafting]”.

He is currently drafting the text with the help of experts on how the capital city should be. Will it be the center of the economy, trade, or business center?

The Ministry of Home Affairs put a deadline of 53 days to draft the academic text. The text will then be delivered to the central government to be discussed with Commission II of the House of Representatives (DPR) for later be made into law by the Ministry of Law and Human Rights.

Jakarta Governor Anies Baswedan said since the capital city will be moved, the former capital city no longer needs a certain status. Anies believes that the most important thing going forward is how Jakarta can become one of the world's global cities able to provide global needs. He said it in the talk show on Format and Governance in the context of Drafting the Regional Development Plan (RPD) of the Jakarta Province for 2023-2026, at the Jakarta City Hall, Thursday, January 27, 2022.

Baswedan hopes that the preparation of the RPD can make Jakarta the center of the economy, education, and health. RPD is not only related to administrative matters as well as continuing existing programs but it also considers Jakarta's position in the orbit of the world's megapolitan cities.

He added Jakarta currently contributes at least 18 percent of the national GDP. Therefore, if this city can continue to be efficient, it is believed that it can become a stronger city.

“Because the international gate [of Indonesia] is in Jakarta,” Baswedan said.

The governor also hopes that the social, cultural, and civilization knots that have been built in Jakarta can be maintained and strengthened. He hopes equality and justice to be the main goal since the city is hoped to be the place gathering for all citizens of the country.

“Everyone who comes in this city should be able to get [equality and justice]. This is what I want to underline how to manage it going forward," he said.
